One of the listed determinants of health is "Social Exclusion". The city of Thundery Bay works to address this determinant by making social inclusion of a variety of cultures part of its identity. Thunder Bay Multicultural Association
Thunder Bay's multicultural association is a non-profit organization that was established in 1972. Since its creation, the Association has committed itself to the following goals:
- immigrant settlement including referral, information and orientation for job preparation, housing, education, Citizenship, etc.
- interpretation and translation in over 40 languages for documents/certificates, medical appointments/emergencies, immigration, etc.
- community programs for recent newcomers including English as a Second Language, Citizenship Preparation, Drivers Education Preparation, Community Development, etc.
- cross-cultural/race relations information on cultural adjustments of newcomers, etc.
- language instruction for newcomers to Canada assessments to rate English language levels according to the Canadian Language Benchmark assessment
- matching newcomers with volunteers to assist with adjustment to
Canadian society.

The association gains most of its attention through its annual Multicultural Festival; a celebration of a variety of cultures all in one location. The Festival brings the community together to include an array of traditions, and all are celebrated equally through presentations, artistic demonstrations, musical talents and merchandise tables. Diversity Thunder Bay
The Thunder Bay Multicultural Association is also affiliated with Diversity Thunder Bay. Diversity Thunder Bay "fosters an equitable community free of racism and discrimination”. The organization is made-up of individuals and representatives from a variety of organizations who work collaboratively in attempting to embrace difference and end racism within our community.

According to Stats Canada, "there were 10,055 Aboriginal people living in the CMA of Thunder Bay in 2006, making up 8% of the city’s total population".
